Govt Brings New Banking Nomination Rules 2025

Current position — reviewed 22 August 2026

The Banking Companies (Nomination) Rules, 2025 are in force from 1 November 2025 and have replaced the 1985 rules. The framework described below is current.

  • Up to four nominees may be named for deposit accounts, either simultaneously or successively, as permitted by the Banking Laws (Amendment) Act, 2025.

  • Nomination, variation and cancellation may be made in physical or electronic form, as offered by the bank.

  • Existing nominations made under the 1985 rules continue to remain valid.

The Ministry of Finance has taken a major step toward modernizing India’s banking framework by introducing the Banking Companies (Nomination) Rules, 2025.
These rules will officially come into effect from November 1, 2025, replacing the four-decade-old Banking Companies (Nomination) Rules, 1985, and Co-operative Banks (Nomination) Rules, 1985.

This reform is part of the government’s broader push to digitize financial services, reduce paperwork, and make banking processes more secure and user-friendly.

Background

On October 27, 2025, the Central Government issued an official notification G.S.R. 790(E) under the powers granted by Section 52 of the Banking Regulation Act, 1949, read with sections 45ZA, 45ZC, 45ZE, and 56.
The move came after consultations with the Reserve Bank of India (RBI) to ensure regulatory alignment with modern banking operations.

The earlier nomination rules, framed in 1985, had become outdated in an era where banking has largely moved online. The new framework aims to bring flexibility, transparency, and digital accessibility to the nomination process for all bank deposits.

What Has Changed Under the New Rules

The Banking Companies (Nomination) Rules, 2025 introduce several significant updates. Here’s a detailed breakdown:

1. Effective Date

The new rules will come into force from November 1, 2025.
All banks—both private and cooperative—will be required to comply with these guidelines for all fresh and revised nominations after this date.

2. Replacement of Old Framework

The 1985 Nomination Rules have been repealed. The new rules will apply to all banking companies and co-operative banks regulated under the Banking Regulation Act.

This replacement marks one of the most significant updates in India’s banking laws in recent decades.

3. Up to Four Nominees Now Allowed

Earlier, depositors could nominate only one person to receive the deposit proceeds in the event of their death.

Under the 2025 rules, a depositor (or joint depositors) can nominate up to four individuals.

The depositor also gets flexibility in how the nomination is structured:

  • Simultaneous Nomination: All four nominees share the proceeds at the same time, in pre-defined ratios.
  • Successive Nomination: The next nominee receives the amount only if the previous nominee is not alive.

This change ensures better inheritance planning and gives depositors greater control over the distribution of their funds.

4. Introduction of e-Nomination (Digital Nomination)

In line with the government’s digital-first approach, banks can now offer online nomination (e-nomination) facilities.

However, e-nomination can only be enabled if:

  • The depositor (or all joint depositors) can add up to four nominees.
  • The bank collects all required details as per the prescribed form.
  • The depositor’s identity and credentials are digitally verified.
  • The bank has an alert/notification system to inform the depositor whenever a nomination is made, changed, or cancelled.

This means depositors can now manage nominations from their mobile app or internet banking portal — a step that will greatly improve convenience and transparency.

5. Nomination Form & Offline Process

While digital options are being encouraged, the rules also retain the offline nomination process.

Depositors can still fill and submit a Nomination Form (attached with the official notification) at their respective bank branches.

Banks are directed to maintain a robust record of both digital and physical nominations, ensuring all information is traceable and verifiable.

Why This Matters

This reform brings multiple benefits for depositors, banks, and the broader financial system:

  • Simplifies legal succession: Families can easily claim funds without lengthy documentation or court processes.
  • Encourages financial awareness: Depositors can proactively manage and update their nominations.
  • Enhances digital banking infrastructure: Pushes banks to upgrade their online systems for safer and smoother operations.
  • Promotes transparency: Each nomination will be traceable, verified, and acknowledged by the bank.

In short, these new rules ensure that your money doesn’t get stuck due to procedural delays or lack of clarity in the event of unforeseen circumstances.

Implementation and Compliance

All banking institutions are expected to align their internal systems before November 1, 2025.

The Reserve Bank of India (RBI) will likely issue operational guidelines to ensure uniformity and compliance across all scheduled banks.

Customers are advised to:

  • Review existing nominations.
  • Update or add new nominees as per the new provisions.
  • Use digital platforms for quicker and more secure processing once e-nomination becomes available.

Conclusion

The Banking Companies (Nomination) Rules, 2025 represent a much-needed modernization of India’s banking nomination system.

By allowing multiple nominees and enabling online submissions, the government has taken a strong step toward financial inclusivity, transparency, and customer empowerment.

For millions of depositors across India, this means greater peace of mind—knowing that their savings will reach their loved ones without legal or procedural hurdles.
