The scheme described here is live. Simplified, time-bound GST registration under Rule 14A of the CGST Rules took effect on 1 November 2025 and remains available.

  • Applicants who self-assess monthly output tax liability below Rs 2.5 lakh can opt into the simplified scheme in Form REG-01.

  • Aadhaar authentication of the primary authorised signatory and one promoter or partner is mandatory to use the route.

  • For eligible low-risk applicants, registration is granted within three working days of ARN generation.

  • Applicants outside the scheme, or those flagged as higher risk, continue through the normal verification route, which may include physical verification of premises.

In a major boost for ease of doing business, Finance Minister Nirmala Sitharaman announced that Goods and Services Tax (GST) registration will now be approved within just three working days, starting November 1, 2025. The announcement was made during the inauguration of the new CGST Bhawan in Ghaziabad on Thursday.

This reform aims to make the GST system more efficient, technology-driven, and taxpayer-friendly, significantly cutting down the waiting time for new business registrations.

Simplified Registration for Low-Risk and Small Businesses

Under the upcoming system, most new applicants will be able to get their GST registration approved automatically within three days, provided they fall under two main categories:

  1. Low-risk businesses identified by the system based on data and risk analytics.
  2. Businesses with self-declared monthly tax liability under ₹2.5 lakh.

According to the Finance Minister, this simplified process will benefit nearly 96% of all new GST applicants, helping entrepreneurs and small business owners begin operations faster without unnecessary procedural delays.

Part of the Larger GST 2.0 Reforms

The reform is a key component of GST 2.0, an upgraded version of India’s indirect tax framework. The government has already initiated steps like:

  • Reducing the number of GST slabs for better clarity,
  • Simplifying return filing,
  • Introducing an automated refund mechanism, and
  • Implementing a risk-based audit system to reduce manual intervention.

These measures aim to make the GST ecosystem more transparent, predictable, and business-friendly.

Boost in Sales and Consumer Confidence Post-GST 2.0

FM Sitharaman also shared encouraging data highlighting the success of GST reforms. During this Diwali season, retail sales touched ₹6.05 trillion, marking a 25% rise from last year. Interestingly, over 80% of customers chose Indian products, and 72% of traders attributed their sales growth to GST cuts on daily essentials, home décor, and footwear.

This trend reflects a positive shift in consumer sentiment and demonstrates how tax reforms can stimulate both business growth and local manufacturing.

“Design Over Discretion” – A New Governance Focus

The Finance Minister emphasized that the government’s current focus is on field-level execution rather than just policy creation. She urged GST officials across states and centers to ensure the system runs “by design, not by discretion,” meaning that automated, rule-based systems should take precedence over subjective decision-making.

Addressing officers of the Central Board of Indirect Taxes and Customs (CBIC), she highlighted the importance of treating taxpayers with respect, stating:

“Every taxpayer contributes to the nation. There might be a few dishonest ones, but they must be caught through due process. Galat kiya toh khair nahi, sahi kiya toh koi bair nahi.”

This statement reinforces the government’s intent to maintain strict enforcement with fairness and dignity.

Improved GST Seva Kendras for Better Taxpayer Support

To further strengthen taxpayer assistance, the Finance Minister directed that GST Seva Kendras across the country be well-maintained and adequately staffed. These centres will undergo internal audits and inspections to ensure prompt issue resolution for taxpayers.

This move is expected to improve on-ground support and ensure a smoother experience for businesses interacting with GST departments.

The three-day GST registration reform reflects the government’s vision of a digitally empowered tax ecosystem. By leveraging data analytics, automation, and AI-driven risk profiling, the GST Council aims to minimize human interaction, reduce corruption risks, and improve processing speeds.
